PAB - the Professional Accreditation Body for the Health & Skincare Industry

Education and Training in South Africa is governed by legislature. This Legislation comprises of numerous acts such as the Skills Development Act (Act No. 97 of 1998), the SAQA Act (Act No. 58 of 1995) and other acts such as the Higher Education Act (Act No.101 of 1997) and Further education and Training Act (Act No. 98 of 1998).

There is associated legislation such as SDL Act (Skills Development Levies Act), which basically enforces the Human Resources Development issues within the LRA (Labour Relations Act), which impacts on all organizations.
 
The SD Act is based on the NSDSI (National Skills Development Strategy Initiative) and references the governance of skills development in South Africa. These legislative documents are available under the Legislation section of www.saqa.org.za  )

SETAs

Organizations known as SETAs (Sector Education and Training Authority) were established in accordance with the above Act. There is a SETA for each economic sector.

You may be registered with a particular SETA and these SETA's may quality assure your education and training initiatives themselves, if the education and training is registered as part of their primary focus, or enter into a MOU (Memorandum Of Understanding) with another ETQA such as PAB which is a professional body.

PAB is the ETQA for all Health and Skincare Therapy and Therapeutic modality training such as Therapeutic Aromatherapy, Therapeutic Reflexology and Therapeutic Massage related training.

SAQA (South African Qualifications Authority) will devolve its quality assurance function to these ETQA bodies after they too have been accredited by SAQA (South African Qualifications Authority Act, Act No. 58 of 1995).

One of the primary functions of the ETQA is to ensure that education and training is delivered against set standards. SAQA is responsible for overseeing the development and implementation of the NQF.

The objectives of the NQF are to:

• create an integrated national framework for learning achievements
• facilitate access to, and mobility and progression within, education, training and career paths
• enhance the quality of education and training
• accelerate the redresses of past unfair discrimination in education, training and employment opportunities, and thereby
• contribute to the full personal development of each learner and the social and economic development of the nation at large

Education and Training Institutions not coupled to a specific economic sector may acquire accreditation from the quality assurance bodies registered and accredited under the auspices of the DoE (Department of Education).

These are the ETQA bodies known as CHE/ HEQC (Council on Higher Education/ Higher education Quality Committee) and Umalusi who will quality assure Higher education and training and Further education and training respectively.

The PAB ETQA (Professional Accreditation Body) is responsible for the assessment and accreditation of providers offering Health and Skincare Therapy and Therapeutic modality training such as Therapeutic Aromatherapy, Therapeutic Reflexology and Therapeutic Massage related training or qualifications registered with SAQA on the NQF.
 
The PAB ETQA is mandated through our accreditation by SAQA to quality assure the delivery of education and training within these qualifications.

Therefore providers offering training in any field falling within the PAB ETQA scope of practice must be accredited by the PAB ETQA.

All 2006 graduate learners may now collect their PAB certificates for any completed NQF qualification in Health and Skincare at the place of study. Any graduate learners from 2002-2005 who has not yet received their PAB Certificates may contact the PAB offices on: (012) 685 7101.
